What is the average molecular mass of a diving-gas
mixture that contains 2.0% by volume Oxygen and 98.0% by
volume He?

The percentage volume for a particular gas is proportional to the number of molecules of that gas in a mixture of gases.

average molecular mass of a diving gas = `(0.020)(mol. mass O_2) + (0.980)(at. mass He)
= (0.020)(32.00 amu) + (0.980)(4.00 amu) = 4.56 amu`
