Number-base ranges

In the number bases, numbers have up to 10 digits. The lower half of each range holds the positive numbers, and the upper half holds the negative numbers, stored as complements. Decimal goes up to plus or minus 9999999999, binary up to ten ones, and the pental, octal and hexadecimal limits are on the slide. NOT and NEG differ slightly at the edges of the ranges.
